Grant Overview
The Community Facility Partner Capital Grant actively supports partnership opportunities that enhance the quality of life through arts, heritage, social services/community development, recreation, sport and leisure experiences in Edmonton's public use facilities.
This grant program is intended to address an identified infrastructure gap in public facilities. As such, this grant will provide funding support that will encourage and stimulate capital activities of partners that extend beyond the City of Edmonton’s planned service levels in the provision of public use facilities.
Funding will be allocated across the city to organizations with a primary mandate in at least one of the following key sectors:
- Arts & Heritage
- Multi-cultural
- Recreation/Amateur Sport
- Seniors
- Social Services/Community Development
Funding will support capital projects of the following types:
- Preserve (Capital Maintenance/Rehabilitation)
- Enhance (Expansion/Redevelopment)
- Build New (Construction of a New Facility)
- Project Planning
Grant Funding
Community non-profit organizations, other public sector service providers and the private sector with eligible partner projects, may apply for up to 25% of their total project costs. Multiple year funding will be considered for a period of up to three years. In 2011, a total of $1,000,000 has been directed by City Council to support the eligible projects in this grant program. The minimum total project cost eligibility under this grant program is $200,000.
- 75% in partner project funding is to be confirmed prior to grant disbursements.
- Organizations applying to the Community Facility Partner Capital Grant program may not use other City of Edmonton funding sources as part of the 75% partner funding requirement.
- Projects eligible for other City of Edmonton’s Grants such as the Community League Infrastructure Grant and the Neighbourhood Park Development Program Grant will not be eligible for the Community Facility Partner Capital Grant Program.
- Community Leagues are not eligible for this Grant Program.
For year one (2011 calendar year), funding will be directed to projects that are project - ready, defined as projects that began construction after January 1, 2011 or will begin construction in 2012. Retroactive projects (those begun before January 1, 2011) will not be considered. However, if a project is a multi-year project which began prior to January 1, 2011, applications for funding later phases of the project will be considered.
Grant Applicant Eligibility
The Applicant and its Grant application must satisfy the following:
- Advance the outcomes of:
- The City of Edmonton's 10-year strategic plan Transforming Edmonton ('The Way Ahead' document); and
- The Community Services Department Annual Business Plan.
- The applicant must be a registered organization including community non-profit, other public sector service provider or the private sector in existence for more than one year.
- The applicant’s membership and beneficiaries of its programs and services must be predominantly residents of the City of Edmonton (75% must be Edmontonians).
- The applicant’s membership and beneficiaries of its programs and services must be directed to the improvement of the quality of life of Edmontonians.
- The applicant shall have an open membership to its organization, except for valid program factors (e.g. age).
- The activities of the applicant shall be of a quality to merit public funding support.
- The applicant shall demonstrate fiscal responsibility and manage its affairs in a responsible manner.
- Successful grant applicants are required to submit final accounting following the close of a project.
- A separate application submission is required for each project per year.
- Multiple applications will be considered from an organization.
- The grant applied for shall not be intended or used for a purpose beyond the corporate objectives of the applicant as outlined in its Incorporating Documents.
- All successful applicants are required to enter into a Grant Funding Agreement with the City of Edmonton.
Grant Application Process
- September 16, 2011 (Deadline for 2011)
- All Grant submissions will require an Application, the Business Case and supporting documentation.
- All applications submitted for the Community Facility Partner Capital Grant Program will be assessed by an open, transparent, fair and consistent process with established City business practices to determine overall benefit to the community and value to the citizens of Edmonton.
- Grant award decisions will be made by City Council.
